We build a optional check that will always fail when we wish to handle announcements. Unfortunately you'd then have to kick all your users, but it'd accomplish your goals.

Subject: 	CCA agent announcement funcionality

With the recent tragedy at Virginia Tech, our University is (and I'm
sure many universities are) looking at how to communicate to our campus
in the event of a disaster.  Although many mediums are being considered,
I personally recall many requests in the past for the ability to send an
announcement to clean access users through the clean access agent.  I
believe many administrators wanted the functionality to announce
downtimes.  I'd like to rekindle this discussion and find out if this is
a feature that will be implemented.  Ideally I'd be able to send a popup
message to all users on the clean access system and possibly change them
into a role that requires them to acknowledge the popup before being
able to access the network again.  Does anyone else see an immediate
need for this functionality?
