I had seen this issue with a Windows 7 machine as well at the start of 
this semester using the 4.7.1 agent installer. After opening a TAC I 
shortly received the response of:

"The error you are seeing is an Microsoft error, below Microsoft link 
gives more insight into the this http://support.microsoft.com/kb/970652"
