We took the following approach last year.

If the student has a machine that is not at least Windows 2000, we don't
support them.  We however, in times when volume is light, will give them
an hour's "Best Faith" effort.  This is explained to the students.

That way, when at the beginning of the semester, when we're going full
tilt, we turn them away.  But a few weeks into the semester we'll help
if we're not as busy.

Last year, we only had around 20 (out of 2000 residents) that had
non-Win2000+ machines.

Actually, we only had 15 or so Windows 2000 machines as well.  Most
everyone made the transition to XP.
