A work in progress could be greatly assisted by discussion and reference to the following type of research - I am guessing from a sociologist, psychologist, anthropologist, etc.

Conduct A is condoned or viewed as acceptable when directed to or involving a domestic person but when Conduct A is directed to or involving a foreign person, Conduct A is condemned and prosecuted.

Can anyone point me in the right direction?  Many thanks in advance.
