I am the Chair of our College R & T committee.

We put all of the material on our candidates on a HIPPA protected machine (Lucky to have a Med School in that regard).

Have done so for the past three years with good results.

If it is digital, then a promise of confidentiality, the vast majority of the time, is an illusory promise.

If you want to be digital and you want to be confidential, then move those files behind a firewall set up by and managed by a currently HIPPA liable IT administrator (e.g., med school).
