I've just been sent a copy of a New York Times article which appears to
report that the next edition of the Blue Book will recommend
vendor-neutral citations where available.  Vendor-neutral citations, I
gather, would contain court-assigned case numbers and paragraph numbers,
rather than volume and page numbers for privately-owned reporters.  This
would, naturally, open up the field for all sorts of Internet-researched
case law, and for a bevy of competing reporters.
 
Has anyone any additional information on this point?  This is the first
I've heard of it.
