     The idea of PTR seems to run counter to the basic concept of tenure,
     so I wonder if it could be imposed on faculty already tenured,
     current tenure-track faculty, or even on new hires.  Even after
     tenure has been achieved, usually standards can be enforced for quite
     some time through the mechanisms of promotion and merit pay (if you
     have such).  The latter is a form of perpetual control over faculty
     who care about it.
 
     I think tenure is hardly a license to steal, although it is abused by
     some faculty.
 
     Has VU considered the impact of this PTR on its ability to attract
     quality faculty in the future?
