I think "despicable" fits as well.  I wish we could find out who did this and cut off his or her access to the listservs.  That might minimize the chilling effect of the violation of our trust which happened here.

"Appalling" is certainly an appropriate descriptor.  I, like Bob, know nothing of the context, but if this was done as alleged, it is sleazy and is indeed likely to have a chilling effect on open discourse among the community.

I was appalled to hear this had happened.  It reminded me of the sort of
abuses that occurred in the McCarthy commie-hunting era.

I have always thought of the list as being a place to explore and
discuss ideas, and I think this kind of behavior has a distinct chilling
effect.
