CONCERNED CITIZEN ADVOCACY NETWORK (CCAN)

Consumer Affairs Public Policy Office

November 30, 2004

========================================================

Dear Citizen,

We understand that a bill (HCON 292 IH) that would
implement a federal Mental Health Commission plan to
subject all individuals to mandatory mental health
screening is being considered by the Health
Subcomittee of the Committee on Energy and Commerce
chaired by Representative Michael Bilirakis (Florida)
and Charlie Norwood (Georgia). Under this plan, middle
schools and high schools would be turned into mental
health centers for the screening of every child
without parental consent, and any one of a number of
possible diagnosis could trigger a mandatory treatment
algorithm likely to include psychotropic drugs (for
example, Ritalin).

If this bill passes and passes without provisions, it
opens the door for significant interference in your
life and that of your child. The following link
contains a more detailed account of the plan to expand
the authority of federal bureaucrats and mental health
professionals over the lives of individuals. The link
also contains e-mail addresses for members of the
Health Subcommittee who will consider funding the
bill.

Please write these Representatives ASAP and ask them
not to fund the implementation of the New Freedom
Commission on Mental Health's recommendations (HR
292).
