In an over-simplified answer, its like the Army War College and
West Point and the intermediary Army college.  Executives have
a different job to do than lower level staff; develop short,
intermediate and long=term strategies for the firm.  Lower level
employees are not usually (they should be!) involved in strategy
development; how can we compete with the old shops, the new ones
and the ones overseas.  Where do we want to be in 5, 10, 20 years?
 
THe lower level employee cannot often see the next week, but
top management MUST base all its decisions on the routes to
2,000 and to 2,050!
