I'm crossposting this message to the mu.comp.os.openvms newsgroup, since
that seems to be where the problem is (not on VM/CMS).
 
I tried pulling down the file lviewp1b.zip from this site (I'm guessing
that this is the file you're referring to) and it seemed to download with
no problem.
 
Do you have enough disk space to hold the file you want to download?  The
SHOW QUOTA command at the $ prompt will show you the amount of space you're
allowed to use and the amount of space you're already using.  For
conversion purposes:  1 block = 512 bytes = .5 KB  or  use the formula:
blocks/2 = KB.
 
If you find you don't have enough space, you may want to try the ACQUIRE
command.  The ACQUIRE command will allow you to get up to 25MB (or 100MB if
you're a faculty or staff or graduate student) for up to 24 hours.  Here's
an example of how you might use this:
 
    $ ACQUIRE 25
    $ CD TEMP:
    $ WWW http://www.shareware.com/
