The one thing you forgot is that you have to give "world" read permission
to the file.  The following commands will do this for you:
 
    $ SET FILE PLAN.TXT/PROT=(W:R)
    $ SET FILE [-]ACFARLER.DIR/PROT=(W:E)
 
Realize, though, that this second command gives the world access to your
login directory.  You may want to be very careful about the way you set
this up.
