That's probably because lynx itself is not a command verb that OpenVMS
recognizes, but a symbol. To make sure it gets parsed as such, you
need to enclose it in tick marks:
altavista :== 'lynx' http://www.altavista.digital.com
However, you may still run into problems with it not treating that URL
correctly...
