It can be done pretty easily using a DCL script.  For a hint on how
to do it, you just need to output a list of who's on to a file, wait
a certain amount of time (like 3-5 minutes, one's that continually
check are a waste of CPU time for something that is entirely unneeded),
then check again and compare to the last check and if any of the new
names are in a file you would have called "friends.lis" or whatever,
then send a message to yourself.  Then you just need to spawn that
script off in the background.
 
As far as I know, there isn't anyway to have the OS tell you someone
logged in directly.
