This is incorrect.  UNIX does require that you have at least execute
access to all levels of the directory tree in order to access files.
However, it does appear that the NeXT OS does not enforce this.  Kent Covert
could read files in my directory even though it was locked down.  However,
under both Ultrix and AIX this is not the case.
