I don't know what type of maintenance was done to the Vax cluster this morning,
but now all services leaving the campus network are moving very slow.  I have
not been able to get over 1022 bytes/sec.  I normally get some where around
3.0-10.0 K/sec.  Please provide some explanation as to the reason behind the
slow down.  TIA.
