Probably the simplest explanation of the Gandalf is that it's the system
that gives you the introductory menu and "enter class" prompt when you
first connect via the terminals or modems.  The Gandalf accepts a system
choice from the user and then establishes a connection to that system.
 
I guess it's kinda like a telephone switch.  Once you dial the number of
the person you want to call, a connection is setup between you and the
other person.
