If you check pine's home, http://www.washington.edu/pine/ , you'll find
that Pine and Pico are developed and distributed together.  You can find
the source for the latest version (3.95) for a whole slew of operating
systems (VMS being one of the ones that aren't completely ported) at
ftp://ftp.cac.washington.edu:/pine/ .  I'm not sure if Pico is part of
what's not completely ported to VMS -- the VMS readme's don't mention it.
 
It might be something to consider, since Pico is nearly insultingly easy
to use, and many of our users might prefer it to EVE.
 
The thing is, MCIS has to have the time and disk space to install it, and
the time to maintain and support it.  And Kent is a very, very busy man.
