DEC has been here and investigated the problem.  The problem appears to be
a bad power supply.  Unfortunately, the closest one is in Dayton.  DEC is
having it shipped to their office in Cincinnati and will bring it up late
this afternoon after it arrives.  We now expect OCEAN to return to service
early this evening (6-7pm).
