It sounds like you may have a corrupted NEWSRC.;1 file.  Issue the
following command:
 
    $ RENAME NEWSRC.;1 NEWSRC.OLD;1
 
This will rename your NEWSRC.;1 so that the next time you get into NEWS, it
will create a new file.  I've gotten reports that NEWS on OCEAN doesn't
do as good of a job checking for out of diskquota problems.  This could
account for the corruption (but only if you're using OCEAN).  This problem
is on my "TO DO" list of things to check into.
