                        RSCS Services are back!!!
 
RSCS services between MIAMIU and MIAVX1 were restored at approximately
9:30AM this morning.  The system currently has approximately 1300 files to
transfer from MIAVX1 to MIAMIU and approximately 50 files to transfer from
MIAMIU to MIAVX1.  The systems should complete these transfers later today.
 
The problem was in software and was related to the system changes on the
OpenVMS systems this weekend.  When an OpenVMS system is renamed, DECnet
attempts to reconfigure itself.  It does this by finding all of the
possible DECnet devices and taking possession of them.  One of the possible
DECnet devices is the BI-Sync port that is used for RSCS.  Therefore, when
the RSCS software tried to use the BI-Sync port, it received an error
because DECnet already had control over it.
