The thought is that students will be increasingly be sending and receiving
large attachments (word processing documents, spreadsheet and database data
files, graphics and sound files, etc.) through their e-mail, and that a fairly
large amount of disk space will be necessary just to move these attachments in
and out of mail.  The 5 Mb quota assumes use of POP and downloading of mail,
rather than any long-term storage of mail on a server (a la IMAP).
