Some users reported a problem with this new fix starting at around 12:30PM.
The system would allow the user into NEWS correctly, but they would receive
the error message:

%ACQUIRE-E-IOSBMOD, Error in IOSB when modifying diskquota - contact
      system manager

and the following error message when they exited NEWS:

%ACQUIRE-E-TSNEXISTS, Temporary space does not exist - Use /CREATE qualifier

This problem was related to the number of people accessing temporary space
(we hit an all-time high after this change was put in). This problem has
now been fixed.

Users who were logged in when I fixed this problem may see the error message:

  %CLI-F-SYNTAX, error parsing '!AS'

when then enter and exit NEWS. This is a temporary condition and show go
away the next time the user logs into the system.
