It's already there.  Put the following line in your login.com to gain
access to programs available in a utility library run by the Miami
Computer Users' Group (which includes IRC...it's been there for a couple
years):
 
$ @user_lib:[mcug.apps.mcug_login]mcug_login.com
 
then run login.com again or just relogin to your account and you'll
have IRC access (command is IRC).  Type MCUGHELP for a list of other
commands available, also.
