I consistently get at 28.8 connection to Oxford.  I have a Global Village
v.90 on a Mac, and I get the 28.8 connection more often than not.  I've
hit 31.2 a few times, and sometimes revert to 26.4.  Overall, 28.8 is my
usual connection.  I know my phone line limits me from connecting at a
speed greater than 31.2.  There's a ton of interference and noise on lines
in Oxford.  that might cause your problem.  Unfortunately, not much we can
do about it.
