Jay Stenger brought up a great point. Personally, I think we should code them the same way the ABA does; If it's common somewhere in the given region, mark it a Code 1. Black-capped VS Carolina Chickadees is a good example. Just because one chickadee is rare in a region of Ohio doesn't mean it should be considered rare statewide.
