This was obviously a case of someone trying to submit a life list, but
doing it incorrectly. It happens. I’m sure the reviewer will handle it.
EBird has a page on their site explaining how to submit a life list as
historical data, but not everyone realizes those instructions are there.

No grand theories about the value of eBird should be devised from examples
like this.
