This will make more sense in terms of behaviour - 
 
The cluster of owls in Columbus this morning were short-eared and not great-horned.  The initial description was stocky owls with large ears, but the follow on photos show a short eared owl with the wind blowing up "ear tufts".  
 
Still pretty cool for city birding - the motor pool is on govt. property (Defense Supply Center), but is easily seen from James Road north of Broad Street and south of the VA.  Using binoculars or optics might incur questioning from security.  
 
Apparently this is not a new group of birds - one of the employees reports seeing one on the phone wires several days ago.  I will post these photos to my facebook page tonight if any are interested - search for "Randel Rogers" on fb.
