Most often I have seen small flocks (10-15-20) during winter birding in Central Ohio.  However in 2014 or 2015 (I don't have the info in front of me as I write this) during the Alum Creek Lake area Christmas Bird Count, we found a flock of 70+ in some trees at an inlet on the east side of the lake up in Delaware County.   All of us counters were pretty stunned at that moment and we couldn't get an accurate count due the all the movement of the birds.  We were talking about that swarm on Dec 16th when we went back to that location during CBC last month.
