There are differing requirements between areas that must be explosion proof and
areas that must not have ignition devices within a specified distance to a
dispensing area. It sounds as though your requirements are for dispensing, which
may not require the explosion proof fixtures in the ceiling, yet may require
that there be no spark producing devices within a specified distance to a
dispensing location.

Check NFPA 45.
