Ed,

We have inspectors that respond on each alarm to verify the reason for the alarm.  If the problem is inherent in the system then they take the necessary steps to assist the customer (we even refer to frats as customers) to get the system repaired ASAP.  We have a local ordianance for alarm company performance so we can assure fairly prompt service.  If the alarm is malicious then we attempt to contact the party responsible and issue a summons.  We have issued summons to the frat in general if there was gross negligence causing the alarm.  We have reduced the number of unwanted alarms in this way.  We currently are dealing with one of the dorms on campus that has had three malicious false alarms over the past six weeks.  We know that there are residents who know who has pulled the alarm.  We are working with campus police for the next alarm to hold all parties outside until the entire dorm can be searched by fire crews (not just the zone indicated).  We hope thtat the frustration of not returning immediately inside may produce the culprit.
