The Diane Rehm Show (10am - Noon)
        Hour one: War Powers: The creation of military tribunals to
try foreign terrorist suspects is only one of a number of new laws
that are expanding the wartime powers of President Bush and his
administration. Diane and her guests look at the changes and the
controversy surrounding them.
        Hour two: Lynn Sherr: Patriotic songs are back in style since
September 11th. ABC correspondent Lynn Sherr tells the story behind
one of the nation's most beloved songs, "America the Beautiful."

        An interview with the man considered the "godfather of
hip-hop", RUSSELL SIMMONS. His record label launched the careers of
Run DMC, the Beastie Boys, and LL Cool J. He has a new book. Also
comic BERNIE MAC. He recently premiered his own sitcom on the FOX
network, loosely based on his own experience taking care of his
drug-addicted sister's children.

Public Interest with Kojo Nnamdi (1pm - 2pm); guest host Mary Tillotson
        Tech Tuesday: The Web and the Law. If you're strapped for
cash but need legal advice, the Internet might be your best friend. A
Tech Tuesday look at online law, from writing wills to filing for
divorce to selling your house. How the web has changed the practice
of law.

Talk of the Nation with Neal Conan (2pm - 4pm)
        Hour one: WHAT BOOKS ARE YOU READING SINCE SEPTEMBER 11TH?
Since the September 11th terrorist attack, Americans have been
snapping up books about terrorism, biological weapons, Afghanistan
and biographies of Osama bin Laden. What are YOU reading about the
crisis?
        Hour two: WHAT DOES RECESSION MEAN TO YOU?: The U-S
government says that the country is in a recession. Are you spending
less? Saving more? Neal talks with financial experts and YOU about
what it really means to be in a recession.

All Things Considered (4pm - 7pm)
        Diamonds -- a symbol of wealth and romance -- have long been
controlled in large part by one company: the DeBeers Corporation.
Some contend that diamonds are not rare enough to justify their high
prices. They say decades of brilliant marketing combined with near
monopoly control of the market have created the diamond's enduring
image and cost.
