        Hour 1: Election Reform: A panel talks about priorities and
plans for the overhaul of U.S. election standards. They'll talk about
the mechanics, the administration, and the law of election and voting
reform. Guests: Norm Ornstein, American Enterprise Institute;
Kentucky Secretary of State John Brown; Professor Roy Schotland,
Georgetown University Law School; Steve Ansolabehere, MIT
        Hour 2: Richard Ellis: We go "under the sea" with a guide to
all things marine: researcher and illustrator Richard Ellis. His
"Encyclopedia of the Sea" (Knopf) presents the richness and variety
of ocean life: the creatures and plants that live in the water, and
the men and women who study them.

Fresh Air (noon - 1 pm)
        Indian writer MANIL SURI (MAN-ILL SUR-REE) remembers his
childhood, sharing a crowded Bombay apartment with three other
families and a homeless man who lived on the stairwell. It's the
basis for his new novel, "The Death of Vishnu."

Public Interest (1 - 2 pm)
        AN HOUR WITH ACTOR/COMEDIAN CHRIS ROCK. MANY COMPLAIN THERE'S
NOT ENOUGH AFRICAN AMERICANS WRITING IN HOLLYWOOD. CHRIS ROCK MIGHT
HAVE AN ANSWER, WITH THE "ILLTOP" -- A HUMOROUS MAGAZINE
COLLABORATION WITH HOWARD UNIVERSITY.

Talk of the Nation (2 - 4 pm).
        Hour 1: LAYOFFS AND THE TIGHT ECONOMY: Daimler Chrysler makes
cars, Sara Lee makes cakes, Lucent conducts research and JC Penney
sells things. What these companies have in common is that they're
among the many U.S. firms that recently have announced layoffs. How
significant are the recent layoff announcements, how tight is the
labor market, and what does all this say about the economy?
        Hour 2: WHAT IS COMMUNITARIANISM? The term "Third Way" was
used to describe President Clinton's form of liberalism. Now
"Communitarianism" is being used in the same way to describe
President Bush's form of conservatism. They're both an attempt to
create a middle ground...an alternative to the liberal-conservative
paradigm. But what exactly does it mean?

All Things Considered (4 - 7 pm)
        The digital revolution ushered in a "new economy," and new
wealth for many entrepreneurs. Some of those e-business leaders are
now turning their skill and their money to education. Hear how
venture capitalists have started a range of projects, from
conferences for school principals and training programs for teachers
to charter schools. A report on "venture philanthropists" trying to
reform American education today.
