Faculty have a constitutional right to form unions.  Under Wis. Stat. Ann.
ss 111.90-111.94, state employees, at least all those in the classified
service,  have the right to organize and to collectively bargain.  With the
caveat that I skimmed the statute, it appears that faculty have the right to
bargain.  The statute parallels to a large extent the NLRA.  Under s.
111.84, striking is an unfair labor practice.

Absent a statute some jurisdictions have allowed collective bargaining,
although rights are then tenuous.

In private institutions faculty can organize, but there is always the danger
that they will be characterized as managerial employees under the Yeshiva
decision and not allowed the protection of federal labor law.
