I won't be back to my office until Tuesday, and the book I am thinking of is OLD and could be out of print. But I took a course in US Constitutional history many moons ago, and we used a paperback on the constitutional conventions--with debates on various sections, etc. It remember it as VERY neutral--more or less legislative history of the Constituion--but I can't remember the author.
Another suggestion--less neutral, but possibly worthwhile, is ye old Federalist Papers.

Subject: Constitution Handbook
Can anyone recommend a small paperback handbook about the U.S. Constitution suitable for an undergraduate? Something that would include information on the history and origin of the provisions, and reports of what the attendees of the Constitutional convention said, but without the political spin. I have a student who plans to go into the Foreign Service, for which he needs “a knowledge of the Constitution,” but I would also like a book that all of my undergraduate students could use to get basic historical information.
Frequently, I have students who come to the classroom with the belief that the Constitution was based on the Christian Bible, and others who just have no concept of the meaning of the Constitution. Any suggestions would be appreciated.
