The easy way to do this is such:

Create a new UserPage
OS Type:
Windows 95
(You'll have to repeat this for 98 and ME)

Then just edit the content on the page to suit what you want to do.

You can back it up with a Registry check to check the windows version,
for people that get the client, and never see the webpage.
