Hi Colleagues,

 

Maybe somebody can get me pointed toward the right key words or toward some case law to begin a thread of research.

 

Here's the germ of it: Where legislation has general goals and also specific policies, the specific policies subordinate the general goals.

 

Thanks for any suggestions on researching this issue.
