Summary: This letter announces the first in a series of webinars presented by Federal Student Aid on the regulatory requirements for institutions that offer educational programs that prepare students for gainful employment in a recognized occupation.

Dear Colleague:

We are pleased to announce the first in a series of webinars designed to provide institutions that participate in the Federal student assistance programs authorized by Title IV of the Higher Education Act of 1965, as amended, with information on new regulatory requirements related to Title IV-eligible educational programs that lead to gainful employment in a recognized occupation (GE Programs).  The first webinar to be broadcast on May 25 and 26, 2011 (see below for details) will include information about two components of the gainful employment final regulations published in the Federal Register on October 29, 2010.  Those regulations require institutions participating in the student financial assistance programs to report, by October 1, 2011 and once a year thereafter, certain information to the Department about students who are enrolled in GE Programs. The regulations also require that, effective July 1, 2011, institutions provide certain disclosures about each of their gainful employment programs to students and prospective students.  The October 29, 2010 regulations also include requirements for the reporting of new gainful employment programs by institutions to the Department.  However, as noted below, this first webinar will, in the interest of time, include information on only the reporting and disclosure requirements of the new regulations.

This first webinar will provide information on the definition of a GE Program, the requirements for and the process that will be used to meet the GE Program reporting requirements, and the regulatory requirements related to the disclosure by institutions of information about each of their GE Programs.  It is important that financial aid administrators and other campus personnel who will participate in the webinar review the October 29 regulations and the information provided in  Dear Colleague Letter GEN-11-10, posted on April 20, 2011 to the Information for Financial Aid Professionals (IFAP) Web site<http://ifap.ed.gov/dpcletters/GEN1110.html>.

Note: As noted, this first webinar will not include information related to the approval process for new GE Programs.  Information on that topic will be included in a subsequent webinar.  These May webinars will also not include information on the determination of the Title IV student aid eligibility of GE Programs, as proposed in a Notice of Proposed Rulemaking (NPRM) published in the Federal Register on July 26, 2010.  The Department is in the process of finalizing those regulations and, once published, we will include information on those provisions in one or more webinars in this series.

Federal Student Aid staff will present this webinar in a 90-minute session offered on Wednesday, May 25, 2011 at 1:30 P.M. (ET) and again on Thursday, May 26, 2011 at 11:00 A.M. (ET).

PowerPoint slides will be available for each trainee to download after he or she signs in to the webinar. During the webinar, trainees will be able to ask questions electronically using their computers.
