Hmmm...  From within telnet, you can press control-6 (don't ask me where
they came up with that one) and then press P.  This will drop you into a
VMS subprocess.  From there you can issue any VMS command.  When you're
done, just issue the LOGOUT command and you'll be put right back into the
Telnet session.
 
If you want something like SCREEN on Unix, there is a program available for
VMS called BOSS that will do something similar.  I know extremely little
about BOSS, but I think a few people on the system are running it.
