Here's what I got from MCIS help desk in Email.

There is a known problem in the trunc lines between GTE and the
Oxford campus that inhibits connections to the modems on campus.
No connections can be made at 14.4 kpbs or 9600 bps.  Intermittent
connections are possible at 2400 bps.  This problem has been in
effect since late Friday or early Saturday.  GTE was notified on
Saturday and is working on it.
 
There is no estimate of when service should be restored.
