Here is a written summary (by EDT faculty member Randy Flora) of the info
provided on licensure standards in Dean's Council, based on discussion w/
John Nichelson in Div of Teacher Ed.
 
SB 230 has moved to the Rules Committee as written with red line document --
anticipate that legislature will enact permitting SBE to adopt standards
 
Meanwhile, SBE engaged in parallel work --
 
QUICKEST POSSIBLE TIMELINE:
 
o  March meeting -- anticipated outcome is a statement to accept in principle
the proposed standards (with redline changes -- possibly others)
o April -- SBE resolution of intent to adopt standards
o May -- Chapter 119 Hearing -- i.e., SBE held public hearing
o June -- SBE adoption
o as I [Randy F.] recall, earliest effective date after SBE adoption
standards is one year following January 1 after adoption -- so, probably Jan
1, 1998 would be earliest effective date -- might choose July 1, 1998 to
coincide with fiscal year and school years
 
VARIABLES AFFECTING TIMELINE:
 
o legislative progress
o SBE deliberations on key issues:  (1) 3-4 Board members interested in
splitting Birth-8 license might garner more support from other board members
-- change could be written in without delaying adoption process; however,
debate might delay process   (2) at this week's SBE meeting, there was an
unanticipated occurence when a committee on induction year voted 3-2 to
eliminate induction because of cost -- this emerged mostly fromsome of the
Gocvernor's appointees who recently joined the Board and were not part of
earlier deliberations
