The communications deregulation you speak of had some particularly nasty
bits to it, including the a slightly modified Exon Communications Decency
Act, which Bob Dole quite pleased to co-sponsor.  The Decency Act was an
unconstitutional attack on free speech and the Internet, and was also
terribly ill-informed...the Senator Exon, who wrote the bill, bragged on
the Senate floor that he really didn't know anything at all about the
Internet and also couldn't program his VCR clock.
 
As for the welfare reform, what actually came out of it?  Not much.
