Carl, When I was in Virginia a few years ago, I recall that U Va was doing something like this for 18-C newspapers when the cleanup after OCR would have been a major job. Essentially, I think that two individuals keyboard the same source text and a program analyzes both transcripts for conflicts to resolve at the next level of edit (human). An American company contracts with you, and a subcontractor offshore does the "keyboarding" I believe. Contact U Va....?
