Cat's question can get pretty complicated but as Virginia Jones notes,
FERPA dictates what things can be made available and what must be
restricted. The core of this is understanding what your institution has
defined as "directory information" - institutions of higher ed are
required to get approval of their definition of directory information
with the US Dept. of Education and that definition outlines what can be
made available to the public, unless the student has waived his/her
FERPA rights.

 

It is also possible to make student research papers available by a Deed
of Gift or release form (in which the student basically waives FERPA
rights for a specific term paper).

 

There are several substantive presentations outlining FERPA by Dick
Rainsberger and C.W. Goldsmith in the ECURE archives. Visit 
www.asu.edu/ecure and look for these speakers in the ECURE archives from
2000-2002. It's a good way to get started!
