According to the Social Security Administration, SS#s are not reused (as
well they shouldn't be).

The first three numbers do indeed indicate the state/zip code, but those
numbers do not remain the same throughout time, and are added to as
necessary to have enough numbers for everyone. There are more than one
for each state, the bigger states have more, so that they will not run
out.

You can also see from this document, that there are many numbers left in
almost all of the different groups for people to have numbers for a long
time, especially since we've only used up to 772.
