All:

A search of the Listserv archives and the web did not turn up a
sufficient answer, so I am hoping that someone out there has bumped up
against this issue.  We have a collection of an architect who, in the
1970s during Virginia's Massive Resistance campaign, ran a private
school in Richmond.  This small series contains some grade books,
photographs of students, etc.  

Does anyone know what, if any, restrictions might apply to these
records.  Since this was a private institution, does something like
FERPA apply?  Most of the information I have found deals with university
records.  Those guidelines say that materials such as photographs can be
released without written permission.  However, pictures of minors cannot
be release without parental consent.  Is that a moot point because the
minors depicted in this collection are no longer minors?

I would appreciate any suggestions/directions from the list.
