I've lived in the DC area since 1954.  I can tell you there are 
wonderful and "friendly" "folk" here in this area of various races and 
political persuasions.  Just as there are people you would want to 
avoid in any locality, regardless of how they look or vote or how much 
money they earn or do not earn.  DC is no different from any other part 
of the United States, people are people and, in my view, whether you 
find pleasure in meeting them depends largely on individual character 
(one's own and their's).  Just my 2 cents worth.  (As if I haven't 
yapped enough today .)

I agree that the city is very walkable.  But you have to be streetwise 
and careful after dark-- in the city and in the suburbs.  I've never 
been mugged or otherwise been the victim of a crime in DC.  But I was 
mugged two blocks from my house in Arlington, VA on New Year's Day, 
2004 -- and you can tell something about the neighborhood by the fact 
that the house behind mine sold last year for $1.6 million.  (No, mine 
wouldn't sell for quite that much, LOL.)  My neighborhood is just West 
of the Potomac River from Washington.  No one who has read about some 
of my somewhat feisty archival doings will be surprised to hear that 
after being flung to the ground by the mugger, I got up and chased 
after the thief, yelling "Stop, thief, he's got my purse."  He got so 
rattled, he flung my purse at a passerby and took off in a car.  So I 
got my stuff back right away.  The police put out an APB, the guy was 
caught within an hour.  Don't know that I would do that again, on 
second thought.
