Dear folks,
Does anybody know what countries had developed the concept of "State
Archival Fond", as a whole for historical-valued documents created by state
authorities?

By the ICA Dictionary, solely the former socialist state in the
Central/Eastern Europe had used this concept, but I don't find any
reference of SAF for Hungary and Eastern Germany.
