An excellent source of locating sources of foreign birth and the death
certificates is Thomas Jay Kemp's, International Vital Records Handbook.
We have the 2000 edition and it gives the following information for
Colombia. The civil registers begin in 1852 and seen to be fairly
complete.

Often diplomatic consulates can provide assistance; there is the
diplomatic consul (passports, immigration, etc.,) as well as a consul
for non-diplomatic matters (culture, the arts, etc.). Here is a URL for
