I agree with Eric.  This seems to be more of a question of judgment than something that would need to be informed by copyright law or other such legal things, even though technically they, of course, apply.  We have collections very similar to this and allow researchers to use these kinds of records from them.  As we all know, in the medical/scientific world, twenty years is an eternity when it comes to publications - site visits too - and I'm sure most of these things are a lot older than that anyway.  I don't think you're missing anything - I think you're absolutely right.
